NYSED has a State Performance Plan (SPP) that is used as the vehicle to report outcomes of students with disabilities to the federal government, as required by IDEA. After the SPP was developed, SED examined the delivery of research-based literacy instruction across the state. The data indicated that practices were inconsistent. As a result, a group of special educators from across the state developed the Literacy Quality Indicator Tool to guide districts’ instructional practices.
